Does anyone know the best program to convert acrobat reader files like documents into a word document so someone could edit or fill the document. I have found several but none have worked very well or were way too complex to bother.

Acrobat Pro has Format options in the Save As... command window. Among them are msWord, HTML, RTF and Plain Text. Or maybe you've already tried that and are looking for other options, as Acrobat's Save As other formats often does a piss-poor job.

It isn’t possible to preserve formatting when converting from PDF. You can also often have issues with line breaks, as PDF does it differently. Usually with some tidying it can be made ok.
Do you mean converting a PDF into a Word document or making a PDF editable?
